Completed Project Community Cultural and Entertainment Events The CLCDC has a mission to improve the quality of life in Conneaut Lake. In this regard we periodically organize and present events for the benefit and pleasure of local citizens. This includes an annual Winter Ice House Festival and has included public concerts by the 28th Division Pennsylvania Army National Band at Ice House Park, theater performances at the Town Hall such as “It’s a Wonderful Life” Jimmy Steward tribute performance by actor Chris Collins, and hosting an annual rest stop for the “Pedal the Lakes” bicycle outing. Completed Project Evans Square Senior Living Residence In early 2015 the CLCDC coordinated with Hudson Companies to encourage the development of a new senior living facility in Conneaut Lake. Our efforts resulted in necessary zoning changes, Crawford County sponsorship including a start-up financial contribution that eventually led to Pennsylvania State Government support and tax credits to make the $10M project become a reality.Evans Square is a 40-unit affordable senior housing community located in Conneaut Lake, PA. Evans Square is named after the town that was founded in 1799 as Evansburg, after a local farmer Abner Evans. In 1892 Evansburg was changed to Conneaut Lake and has since become a tranquil lake town that lifetime Conneaut Lake residents and summertime visitors call home. The design of Evans Square encapsulates the local lake town aesthetic through its wrap around porches, flowing stone fountain, and pastel interiors. Completed Project Primary Election Ballot Question on Alcohol The CLCDCV spearheaded a “Liquor License Adoption Initiative” to change Conneaut Lake Borough from “dry” to “wet,” on the May 21, 2019, Primary Election ballot. The proposed ballot question was: “Do you favor the granting of liquor licenses to hotels, restaurants, and clubs in the Borough of Conneaut Lake?” The CLCDC led a grass roots effort to obtain more than the 75 minimum number of petition signatures by NLT February 27, 2019, to get the question on the ballot for citizen approval. The goal of this initiative was to significantly impact the future economy of the Borough by attracting upscale restaurants, and bed and breakfasts thereby stimulating current business and new business opportunities, as well as increasing the tax base for improved Borough tax revenues.The ballot question was approved on May 21st by the Citizens of Conneaut Lake by a margin of 91 “in favor” and 48 “against”. Completed Project Water Street Renovation – Phase Two The CLCDC was successful in preparing and receiving a PennDOT grant award for Conneaut Lake Borough for $475,000.00 for continued improvements along Water Street between 2nd and 3rd Streets. This phase II project included new sidewalks, driveway aprons, stormwater drainage, replacement curbing, pedestrian crosswalks, decorative street lighting, removal of overhead wiring and wooden utility poles, and new Water Street pavement markings. All planning and coordination with PennDOT, the selected building contractor, the quality inspection firm, the Borough, and all impacted businesses within the construction zone on Water Street were handled by the CLCDC. The actual construction was delayed due to a COVID-19 construction moratorium by PennDOT. Construction began in March 2021 and was completed in July 2021. The final work resulted in the extension of the downtown business district renovations beyond the phase I project which ended at 2nd Street, and continued on to 3rd Street. As a result of this project, the CLCDC reached a new agreement with Conneaut Lake Borough that acknowledged that the Borough would no longer rely on the CLCDC for purely town infrastructure maintenance.
